Short answer: scaffolding for gutter cleaning is usually a rolling tower that lets you clean, repair or add guards to gutters from a deck with railings instead of a ladder. Measure from the ground to the top of the gutter first. If it is 18 ft or less and the ground along the wall is firm and level, a rolling tower fits. Higher eaves, lawn or slopes point to frame scaffold.

Is a scaffold safer than a ladder for gutter work?
A rolling scaffold gives you a flat deck with railings, while a ladder gives you one rung and one free hand. For gutters, the tower also lets you work a full section, climb down and roll to the next one instead of moving a ladder every few feet.
Cal/OSHA's ladder rule, Title 8, Section 3276, shows why gutters are hard from a ladder. It says to face the ladder and keep three points of contact while climbing, to keep your body near the middle of the rung, and to climb down and move the ladder rather than overreach. A gutter run is long, so that means many moves.
| Extension ladder | Rolling scaffold tower | |
|---|---|---|
| Where you stand | One rung | A deck with room for a bucket and tools |
| Fall protection | None built in | Railings, required by Cal/OSHA on platforms 7 1/2 ft or higher |
| Reach | Body near the middle of the rung | Body centered inside the frame |
| Moving along the gutter | Climb down and move the ladder | Climb down, unlock, roll, lock again |
| Ground | Firm footing for the feet | Firm, level surface |
Title 8 binds employers. On your own house it is a good checklist, not a legal duty. This page is general information, not legal advice.
What height scaffold do you need for gutters?
Measure from the ground under the gutter to the top of the gutter, then match that number to the tower's listed working height. Working height is roughly where an adult can reach, about 6 ft above the deck.
- Up to 15 ft: the 15 ft rolling tower, mason-style steel frames on a 5 ft x 7 ft base. Many one-story gutters fall in this range.
- Up to 18 ft: the 18 ft rolling tower, Baker-style units with an adjustable platform.
- Above 18 ft, lawn or a slope under the wall: frame scaffold by quote.
On a two-story house, the gutter is often higher than the second-floor windows, so measure it on your own house instead of guessing from the number of floors. The what height scaffold do I need guide shows how. If the ground is the problem, rolling scaffold tower vs frame scaffold helps you choose.
How to work a gutter run from a rolling tower
Work from the deck, one section at a time, and never ride the tower between sections. The steps below follow Cal/OSHA Title 8, Section 1646 and MetalTech's operating instructions for its Jobsite Series Baker unit.
- Check the ground and the wires. Use the tower only on a firm, level surface. Look up for the service wire to the house before you roll near it. MetalTech warns that metal conducts electricity and the tower must not be used where it could contact power lines.
- Park and lock. Roll the tower parallel to the wall so the gutter is within reach from the center of the deck. Lock the casters before anyone climbs. Section 1646 requires them locked while workers climb or work.
- Clean or repair the section. Scoop debris into a bucket or bag on the deck and keep loose leaves off the platform. Do not lean over the railing to reach farther.
- Climb down and move. Fasten or remove tools and material, unlock, roll to the next section and lock again. MetalTech says never to move the scaffold with a worker on it.
Some things stay off the tower. Section 1646 bans ladders or other unstable objects on the deck to gain height. MetalTech says not to use the unit as a footbridge and not to place anything under it to gain height. Work from the deck, not from the roof.
Gutter guards, repairs and stacked towers
Guards, end caps, seam sealing and re-hanging a sagging run all take two hands and a place to set parts down, which is where the deck helps most. Bring up only what you need for the section in front of you.
Watch the load. MetalTech rates its Baker unit at 1,100 lb one unit high, 948 lb two units high with guardrails and 851 lb three units high with guardrails. The weight of the workers, tools, buckets and gutter parts all counts. MetalTech also says to always use outriggers and guardrails when stacking units. The 18 ft tower specs guide covers outriggers in more detail.
Replacing a full gutter run on a long wall is different. You work the whole length with long pieces, so frame scaffold along the wall often fits better than a tower you roll every few feet.
When should you clean gutters in Sacramento?
Clean them in October or early November, before the wet months. NOAA's 1991 to 2020 normals for Sacramento Executive Airport show 0.85 in of rain in October, 1.66 in in November, 3.43 in in December and 3.66 in in January. June through September each average under a quarter inch.
Pick a dry, calm day. MetalTech's manual says not to use the tower in inclement weather or high winds. It also says the unit is designed to be used and stored indoors and that outdoor storage can lead to rust, so do not leave a rented tower out in the rain overnight.
How long to rent and what it costs
One house with clear access is often a one-day job. Kireon's rolling towers rent at the same rates for the 15 ft and 18 ft models:
| Rental | Pickup | Delivery included |
|---|---|---|
| 1 day | $99 | $149 |
| 3 days | $249 | $329 |
| 1 week | $399 | $499 |
Delivery-included prices cover round-trip delivery and pickup within Sacramento. Outside Sacramento, confirm delivery when you request a quote. There is no deposit: you show a government-issued ID, pay electronically and sign a rental agreement that states the equipment replacement cost. Pickups and returns are by appointment, early mornings and evenings.
Kireon rents and sells scaffold equipment only. You or your crew assemble and use it following the manufacturer's instructions. When you have the gutter height and the ground under the wall, request a quote with both and the dates you need.
Frequently asked questions
What is the safest way to clean gutters on a 2 story house?
Work from a stable platform with railings instead of a ladder when the ground allows it. A rolling tower on firm, level ground with the casters locked lets you clean one section at a time and keeps your body inside the frame instead of on a rung.
Can I stand on the roof from a rolling scaffold?
No. Work from the deck. MetalTech says not to use its scaffold as a footbridge, and Cal/OSHA Title 8, Section 1646 bans ladders or other unstable objects on a rolling scaffold to gain height. If you cannot reach the gutter from the deck, you need a taller scaffold.
How high is a gutter on a two-story house?
It varies with ceiling height, floor framing and the foundation, so measure from the ground under the gutter to its top. If the number is 18 ft or less on firm, level ground, a rolling tower fits. Above that, plan on frame scaffold.
Do I need outriggers on a rolling tower for gutter work?
MetalTech says to always use outriggers and guardrails when stacking units of its Baker scaffold. A single unit is shorter, but the same manual still requires a firm, level surface, locked casters and your body centered inside the frame.
When should I clean my gutters in Sacramento?
Before November. NOAA's normals for Sacramento Executive Airport show rain rising from 0.85 in in October to 1.66 in in November and 3.43 in in December. Pick a dry, calm day, since the tower should not be used in inclement weather or high winds.
Do I need a deposit to rent a scaffold tower from Kireon?
No. Kireon does not take a deposit. You show a government-issued ID, pay electronically and sign a rental agreement that states the replacement cost of the equipment.
